Abstract
Evidence-based management and development planning rely on official statistics. There are some obstacles that prevent single-mode surveys from being conducted. These obstacles include the sampling frame, time, budget, and measurement accuracy in each mode. These factors make it impossible to always use single-mode surveys. Therefore, there is a need to use another method of data collection that overcomes these obstacles. This method is called mixed-mode survey, which is a combination of several modes. In this paper, we show that mixed-mode surveys can produce more accurate official statistics than single-mode surveys.
