Abstract
The utilization of administrative resources in censuses offers the possibility of reducing costs, enhancing data quality, and
expediting information production. Alongside the annual monitoring of indicators for sustainable development goals, these
initiatives can significantly contribute to meeting the growing demands of the country’s planning and research system. However, numerous challenges exist in this regard, with one of the most crucial being the assessment of the quality of administrative data. Quality assessment stands as the paramount aspect of employing registration and administrative data in censuses,
constituting a necessity for register-based population and housing censuses where traditional quality assessment criteria prove
inadequate. Despite the advantages of utilizing register and administrative data in censuses, numerous critical quality risks
must be addressed and assessed before their incorporation. This paper reviews the methods through which national statistics offices can evaluate the quality of data obtained from registers, with the objective of producing high-quality statistical
outputs. Consequently, the tools and key indicators utilized to quantify the quality assessment at each of the four stages —
source, input data, process, and output — in the census process are introduced.
