Improving the efficiency of provincial units of the Blood Transfusion Organization using a combined approach of data envelopment analysis and principal component analysis

Abstract
Given the economic constraints, improving the efficiency of blood product collection and processing centers is of particular importance in response to the demand for these products. This study uses the data envelopment analysis technique to evaluate the efficiency of 31 provincial units of the Blood Transfusion Organization and improve it. The efficiency of the provincial units was calculated using the data envelopment analysis technique with linear programming logic, and the most important input factors that have a high impact on the efficiency were calculated using the principal component technique. The results obtained show that 22 provincial units were efficient for two consecutive periods and 9 provincial units were inefficient in both stages. The main reason for the inefficiency of provincial units is the over-allocation of facilities, including the number of procurement and processing centers, fixed blood collection centers, and mobile teams.
